    JSIS BLT Agenda


    Function of BLT

    The primary functions of the JSIS-BLT are to promote and facilitate the collaborative decision making process which affects academic achievement. All decisions will be made in accordance with the Decision Making Matrix. The JSIS-BLT serves as one of the governing bodies of JSIS, with responsibilities for leadership, advocacy, financial stewardship, and strategic planning to assure the highest standards of educational excellence and an inclusive, supportive school community.

    Objectives of the BLT
    The BLT is to oversee the facilitation and development of:


    The Continuous Improvement Plan (CSIP). This also includes the school’s efforts to ensure equity in discipline, learning and opportunity for all students.



    -Developing a school wide professional development plan that supports the CSIP.

    -The school’s budget.

    -Creation and yearly review of the Decision Making Matrix (DMM)

    In considering matters brought before the JSIS-BLT, the members shall have as their primary focus the best interests of the JSIS students. District policies, collective bargaining and other agreements to which JSIS or the District may be a party will be recognized and observed when formulating plans for JSIS.

    Update on Biliteracy

    Maria provided an update on biliteracy plan:


    Staff voted on content allocation (3/4 for option 1). Both classes to teach literacy. Target language to teach math. English to teach social studies and science. All staff agreed on importance on teaching literacy in target (not just in English as is the case now).




    Curriculum committee met and divided the current CCC ELA curricula (being a reader, being a writer, and making meaning) into target and English parts. Started with K-1 then 2-3 then 4-5.




    -Looked at other districts that have CCC translated.

    -Hiromi Sensei is aligning CCC with Japanese Government requirements.

    -Need for level books in target. Will need financial assistance to purchase and build a library for each classroom.

    2019-20 to start literacy in target in K-1 then roll up.

    Biliteracy presentation on 1/29 at 6:30 pm.
    Explore the possibility of setting up a “translation committee” to help translate materials in CCC now.

    Elisabeth facilitated the discussion on reviewing the “Elementary Ethnic Studies Framework” from Seattle Public Schools’ Ethnic Studies Department, newly established to focus on race and equity (Sarah sent as google docs)


    There is an overall framework that looks at 4 themes: identity, power & oppression (fairness), history of resistance & liberation, and reflection & action.


    -Teaching units for each grade also provided (except for 4th which focuses more on WA State requirements)

    -We noticed that a lot of themes are already covered/taught at JSIS. So, we can be more intentional about it.

    -Some parts can be more easily integrated in target (such as what and who is in a family) and others more difficult (vocabulary can be more complex to teach and understand in target).

    -JSIS should keep existing focus on international themes and try to integrate themes coming from the ethnic studies rather than only focus primarily what is coming from the ethnic studies framework.

    -Utilize sources listed in grade band curricula. Maybe movie nights after school.

    -Be sure to share these resources/talking points/what is used and discussed in class with parents.


    Action Items


    All to review grade band curricula from ethnic studies department. Highlight what we are already doing.



    Aya updated the group that BLT parent members emailed their constituents using the room rep email asking for ideas and feedback about what international themes can be learned during a JSIS. Discussed that Lincoln is focusing on UN Sustainable Development Goals. Hamilton is also developing similar themes. JSIS can look at those themes as a way to strengthen the immersion pathway from elementary to middle to high school.
